Kristi Noem Ouster: What Happened and Why?

Who is Kristi Noem?

Kristi Noem is a politician from South Dakota, first elected as South Dakota’s lone member of the House of Representatives in 2010 and then as the Governor of South Dakota in 2018, was appointed by President Trump in 2025 as the U.S. Secretary of Homeland Security, quickly becoming the face of Trump’s crackdown on immigration. As a central figure in a fiercely debated topic, Noem has received intense criticism and support, reflecting divided opinions on her mass-immigration enforcement operation, particularly in Minnesota. On March 5th, 2026, Noem was removed from office by President Trump following hearings into her advertising campaign spending with the Department of Homeland Security.

What is the Department of Homeland Security, and Why is it Important?

The Department of Homeland Security (DHS) is a cabinet-level agency within the executive branch, established in 2002 in response to the 9/11 terrorist attacks. It is one of the largest departments, with more than 260,000 employees, and performs a variety of responsibilities, with the primary goal of keeping America safe”. While the main roles of the DHS are managing responses to national disasters and counterterrorism, the role that has been most significantly scrutinized recently is immigration enforcement, overseen by agencies such as U.S. Customs and Border Protection and Immigration and Customs Enforcement (ICE). These two agencies are responsible for securing the border and enforcing immigration laws.

Why Was She Removed?

Noem appeared before both the House and the Senate Judicial Committees on March 3rd and March 4th, respectively. These committees are groups of representatives in each chamber that serve several functions, with the Judiciary Committees responsible for legislation related to federal law, reviewing judicial nominations such as Supreme Court Justices, and overseeing bodies like the Department of Justice and Department of  Homeland Security. Noem testified before the committee in an oversight hearing, where representatives questioned her on the functioning of the DHS and a variety of other topics, with a strong focus on both her immigration policies and the two U.S. citizens killed by federal agents, Renee Good and Alex Pretti.

In front of the Senate Judiciary Committee on March 3rd,  Senator John Kennedy (R) of Louisiana and others grilled Noem on a lucrative taxpayer-funded advertisement subcontracted to, or employing, a firm connected to a member of Noem’s inner circle. While the more than 200 million dollar campaign by the DHS has been labeled as lavish spending and criticized for prominently featuring Noem herself, Noem claimed in the hearing that, by encouraging self-deportations of immigrants, “this ad campaign saved the U.S. taxpayers over $39 billion”. Noem also claimed in the hearings that President Trump knew about and approved the recent advertising contract, which Trump denied to NBC News, saying, “I wasn’t thrilled with it. I spent less money than that to become president. I didn’t know about it.”

After the Senate and House Judiciary Committee oversight hearings, President Trump announced on Truth Social on March 5th that he had moved Noem to a new position titled Special Envoy for the Shield of the Americas. Trump thanked Noem for her service and announced his intent to replace her with Oklahoma Senator Markwayne Mullin (R).

Why Does This Matter?

Kristi Noem’s removal from her position as Secretary of Homeland Security represents both the controversy behind her actions and policies and also instability within the White House. A major cabinet Secretary doesn’t get removed for no reason; this change could signify a possible different approach to immigration policy from the Trump administration.
